Chapter 1

The committee and its mandate

  1. The Committee on Public Undertakings is one of the three financial committees of Parliament, alongside the Public Accounts Committee and the Estimates Committee. It examines how public-sector undertakings are working, on behalf of Parliament.

  2. Constitution. The committee has 22 members. The Lok Sabha elects 15 of them each year by proportional representation through the single transferable vote, and 7 come from the Rajya Sabha. The Speaker appoints the chairperson from among the members. Ministers cannot be members, and each term lasts no more than one year.

  3. Examination of undertakings. The committee examines the reports and accounts of the public undertakings listed in the Fourth Schedule to the Rules of Procedure and Conduct of Business in Lok Sabha.

  4. CAG reports. It examines the reports of the Comptroller and Auditor General of India on public undertakings, where these exist.

  5. Management and efficiency. The official description says the committee examines, “in the context of the autonomy and efficiency” of public undertakings, whether they are “managed in accordance with sound business principles and prudent commercial practices”.

  6. Reports and recommendations. The committee presents its findings to Parliament as numbered reports with recommendations to the government. It may also take on functions of the Public Accounts Committee or the Estimates Committee relating to public undertakings, if the Speaker assigns them.

  7. Action taken. The government replies on how it has acted on the recommendations. The committee reviews those replies and presents action taken reports, which stay on the parliamentary record.

Chapter 2

Under the present chairpersonship

  1. The Lok Sabha committee record lists Shri Panda as Chairperson from 14 August 2024. He was reappointed for 2025–26 and again for 2026–27, when Speaker Om Birla reconstituted the financial committees with effect from 1 May 2026.

  2. On 27 March 2025 he presented Reports 9 to 12 of the committee in the Lok Sabha, as the Digital Sansad debate record shows. News reports say the committee presented five reports in August 2025 and six in August 2026, the latter including reports on NHPC and on insurance-sector central public-sector enterprises.

  3. This page lists the committee’s reports but makes no claim about whether its recommendations were adopted. The government’s response to each report is recorded in the committee’s action taken reports.

How the Committee on Public Undertakings works The committee takes up two kinds of input: the reports and accounts of public undertakings, and the CAG’s audit reports on them. It examines them, taking evidence from ministries and undertakings, and presents a report to Parliament. The government replies on the recommendations, and the committee then presents an action taken report.
