Abstract

This journal sorts Baijayant Panda’s documented engagement with public policy into six themes. Each item is tagged by type: a view he stated in public, an action taken in Parliament, legislation or a formal policy outcome, or analysis by an independent body. The tags keep what he said apart from what Parliament did.

The themes below come from what the record shows, not from any statement of priorities. A theme appears only where there is at least one documented public statement or parliamentary act on it.

A publicly expressed view is not a policy outcome, and a private member’s bill is not a law. Of the 33 private members’ bills Shri Panda introduced in the 15th and 16th Lok Sabha, none was enacted. Most lapsed when the House was dissolved.

Where the government later legislated in a related area, as with data protection in 2023, the legislation is listed as context. This site does not suggest that one caused the other.

Party positions of the Bharatiya Janata Party are not shown as his personal views, and the reverse also holds.

Digital rights & online speech

Internet access, net neutrality and limits on online speech law are among the most frequent subjects of his published writing and of the private members’ bills he introduced before 2018.

Times of India op-eds arguing for net neutrality (April 2015) and for extending full internet access (February 2016). A March 2016 column on free speech.

Parliamentary action
Introduced an Information Technology (Amendment) Bill in the 15th Lok Sabha (2013), again in 2014, to amend section 66A of the IT Act. In November 2012 he outlined the proposal in Outlook.

Data privacy & protection

He introduced a private member’s bill on data privacy in 2017, six years before Parliament enacted the government’s Digital Personal Data Protection Act, 2023.

A May 2017 op-ed argued that a comprehensive privacy law was needed “irrespective of what one feels about Aadhaar”. In a December 2023 keynote at the Global Technology Summit he spoke on India’s approach to data-protection regulation.
